International Conference of Self Care Trends and Regulations

隨著醫療水準提升及人口老化影響，現代人對健康的要求不僅是解除疾病的問題，進而期待其帶來生活品質的改善與提昇，醫療的趨勢從疾病的治療進展到著重於疾病的預防；世界衛生組織及各醫藥先進國均將自我照護列為重要衛生政策，積極推廣民眾自我照護意識與自我用藥的良好觀念，鼓勵民眾有輕微症狀時，有能力或諮詢藥師後選購適當之非處方藥使用，以避免不必要的醫療資源浪費，最佳化社區藥局藥師之初級用藥照護角色。以期提升國民健康品質，並使醫療資源合理分配做更有效運用。

據估計，東亞及東南亞非處方藥市場未來五年成長率將居全球之冠，可期於2021年成為全球最大的非處方藥市場。配合我國「藥物新南向產業政策」，食品藥物管理署積極輔導國內產業界了解東南亞國協之非處方藥法規要求與管理方向，以協助國內業者進軍東南亞市場，展現我國非處方藥產業之技術實力。

本次研討會非常難得與亞太地區自我用藥產業協會（APSMI）合作，敬邀亞太地區等國主管機關官員共同與會，分享各國之非處方藥之管理法規及實務經驗，並邀請國際專家學者，從國際的市場發展機會、民眾用藥行為、非處方藥之藥物經濟價值，分享近期的趨勢與研究成果。藉由強化與各國法規單位的交流合作，優化台灣藥政管理架構，以維護國人用藥健康，並提升我國非處方藥法規管理之國際影響力。同時藉此會議協助我國產業發展，精準掌握各國法規脈動，強化我國非處方藥產品在東南亞及亞太市場之競爭力。

With the improvement of medical standards and the aging of population, our expectation of healthcare nowadays is not only treatment or relieving of diseases, but also improving and enhancing quality of life. WHO and most of medical advanced countries regards self-care as an important healthcare policy, we promotes the concept of self-care awareness and self-medication, encourage the public to build the ability to pick an appropriate OTC medication following necessary pharmacist consultation. We believe this approach could improves the national health outcomes and also brings a rational allocation of healthcare resources.

In this conference, we cooperated with Asia-Pacific self-medication industry association (APSMI), to invited officials from the Asia-Pacific region to share the regulatory frameworks and practical experiences of non-prescription drug management in their countries. We also invited international experts to share the current trends on global market opportunity, public drug use and pharmacoeconomics value of OTC drugs. We wish this conference could strengthen our cooperation with international authorities, and improve our administration frameworks in Taiwan.
